I assume you men registration with Adobe Digital Editions (ADE) when you say 'sign on'?
What error message are you getting (not that ADE error messages are usually all that helpful, but better then nothing)?
Try explicitly deregistering ADE (ctrl-shift-D or cmd-shift-D on Mac), restarting ADE, and trying again to register.
