Are you trying to make the Adobe account from Adobe Digital Editions, or directly on the Adobe web site.
Try making it on the website first, and then applying it to Adobe Digital Editions.
Go to http://www.adobe.com/
Click sign in.
Click Dont'l have an Adobe ID.
and follow through from there....
